Minutes of Committee Meeting held at St. Philips Church Hall, Chatterton, Stubbins

7.30 pm on Tuesday, 17th April 2007

 

Present:        Lee Gosling (Treasurer / Stand in Chairman), Helen Gillibrand (Secretary), Cllr Darryl Smith, Corey Hodges (Vice Chairman) Approx 10 residents.

 

(Responsibilities: The names of people responsible for tasks are shown in bold).

 

1.         Lee Gosling opened the meeting by welcoming all and informed the meeting about the sad news that Cllr Jeff Cheetham had passed away.  Our thoughts are with Jeff and his family. A cheque was then presented to Andrew Longhorn for £175.00.  Photographs were then taken and are to be sent to the Rossendale Freepress and the Bury Times.

 

2.         Apologies for absence.

 

Apologies had been received from Simon Gillibrand (Chairman), Corey and Hodges (Vice Chairman), Philip Dunne, John Arnott, Stella Booth, Helene Kee, Phil Taylor and Dorothy Nash

 

 

3.         Minutes of Previous Meeting.

 

The Minutes of the meeting held on 20th February 2007 were approved as a true record and authority given for their signature.  Cllr Smith did highlight that his apologies were not recorded for the last meeting. 

 

 

4.         Matters arising.

 

Stubbins Primary School – Safety Issues

Cllr Darryl Smith confirmed that we are currently in limbo with Lancashire County Council and believes that this may be due to it being the end of the financial year.  Darryl is highlighting the problem on a weekly basis with David Harrison.  It was noted that it has been 5 months since David Harrison attended the meeting and there is no progress to date. Matter ongoing.  Cllr Smith to pursue and report back at next meeting. 

 

 

Ring & Ride / Bus Services

At the previous meeting Phil Taylor volunteered to contact Rossendale Transport First bus company to understand the latest information with regards to public transport for Stubbins Residents.  Unfortunetly Phil could not attend this meeting however it was noted that the County Rider service is currently being reviewed.  Ongoing.  Phil Taylor to report back at next meeting.

 

ELR Rail Halt

Simon Gillibrand was to organise a meeting with representatives from ELR but was unable to attend the meeting.  Simon Gillibrand to give an update at next meeting. It was however confirmed that there is currently no plans to look at re-opening the Stubbins Halt for at least the next 2 years.  It was recommended that Anne Cheetham or Cllr Darryl Smith should maintain a presence on the ELR Board.  Cllr Jeff Cheetham’s work on the ELR board was recognised and Ian Hurdley is to write to ELR on behalf of the Residents’ Association to express our appreciation. 

 

Anne Cheetham also raised the issue of the trees which have been chopped down at the side of the railway tracks near the Georgia Pacific factory and have not been cleared.  Cllr Smith is to investigate and report back. 

 

St Philip Church Hall project

Ian Hurdley is meeting with the probation service on 1st May and will look at the potential to use their resources to help improve the Church Hall. Ian H to update us at the next meeting.

 

 

Stubbins Garden Project

It  was highlighted that some planting had now taken place by a contractor employed by Lancashire County Council in the garden area and that Lancashire County Council believed they still have some obligation to maintain the garden area.  Stubbins has now been entered into the North West in Bloom competition and this is to be launched with a litter pick.  It was agreed that the litter pick would take place on Sunday 20th May commencing at 1pm.  It was decided that the next Residents meeting scheduled for 15th May will be dedicated to discussing this project.  An agenda for the next meeting is to be prepared by Lavinier and Patricia (Garden Project Leads). 

Leaflets advertising the litter pick and the special Residents Association meeting are to be prepared by Cllr Smith and distributed.  Lavinier and Patricia are to prepare a leaflet for Stubbins Primary School and talk to Mrs Braddock (Head Teacher).

 

It was suggested that the MD’s of local organisations such be contacted and invited to the next meeting.  Simon Gillibrand to organise

 

Dale Street

Work on the river near to Dale Street has commenced with Cllr Smith meeting with the Council and the Environment Agency.  It was confirmed that the area is now being landscaped and will soon be completed. 

 

Stubbins Village Website

It is still unclear whether or not the Residents Association and the Community Trust would like to have an amalgamated website and what would be required.  It was decided that Helen should first talk to Bill who has the www.stubbinsvillage.co.uk website to understand his views.  

 

5.                  Treasurers Report

Lee Gosling highlighted the donations that have been awarded to Andrew Langhorn and Age Concern and re-iterated that money will be made available to good local causes.

 

Funding applications are currently being completed to support the Stubbins in Bloom project.  A review is still to take place to understand the integration of the Residents Association and the Community Trust.  Lee Gosling to keep us informed.

 

6.                  Schedule of Committee Meetings

 

It was agreed that meetings will be held monthly on the third Tuesday of the month.

 

 

7.         Letters / Correspondence

 

A Thanks You note has been received from Andrew Longhorn for the donation of £175.00

 

A letter (email) has been received from the Stubbins School PTA Chairperson requesting a donation to support the work of the Life Education Unit.  On this occasion it was decided that a donation could not been made.

 

 

 

8.         Planning

 

A planning application for ‘Tipping of Inert Waste’ at Sheep Hey Farm was briefly discussed and paperwork was made available after the meeting for anyone who wanted to review this further.

1.         Simon Gillibrand opened the meeting by welcoming all and commented on the number of new faces present.  A representative from Age Concern was then introduce and presented with a cheque for £250.00.  Photographs were then taken by The Rossendale Free Press and the Bury Times.

3.         Minutes of Previous Meeting.

 

The Minutes of the meeting held on 16th January 2007 were approved as a true record and authority given for their signature.

Stubbins Primary School – Safety Issues

It was confirmed that speeding surveillance had continued and a meeting was taking place between David Harrison and a member of the RA.  There was no further information to report at this meeting.   Cllr Smith to pursue and report back at next meeting. 

 

 

Post Office

Helen Gillibrand (Secretary) held a meeting with a representative from the Post Office to understand if there was any hope of re-opening a Stubbins branch.  Helen now believes there is no conceivable way of reopening the branch. The Representative from Age Concern highlighted that there are opportunities for elderly members of the community to allow a trusted friend or family member to collect the pension on their behalf and that Age Concern could offer help and advice in this area.  Age Concern social group meeting will take place on 14th May 2007.

 

 

Ring & Ride / Bus Services

Corey Hodges (Vice Chairman) confirmed that the Ring and Ride service is not available for Stubbins Residents who wish to travel into the Bury area.   Phil Taylor volunteered to contact Rossendale Transport First bus company to understand the latest information with regards to public transport for Stubbins Residents.

 

ELR Rail Halt

A site visit to the halt is to be arranged with Jeff Cheetham and Simon Gillibrand is still to be organised.  The meeting was informed that Jeff Cheetham is currently unwell.  Simon Gillibrand to organise.

 

St Philip Church Hall project

A Scope of Work has been developed and costs have been received from a local builder.  Ian is to contact the probation services and try to arrange some free resources.  To be reviewed at the next meeting.

 

Dorothy Nash requested that she receives prior notice and the names / details of any Tradesmen who wish to view the church hall.

 

Stubbins Garden Project

A number of residents have now volunteered to be involved with the garden project and it was suggested that Stubbins be entered for the Best Kept Village Award.

It was agreed that £175.00 will be donated to Andrew Langhorn (who is a local scout who has been invited to a jamboree in London) and this cheque will be handed over at the next meeting.  It has also been suggested that Andrew should organise a sponsored car wash in the village (Corner Pin car park)

 

Residents were remaindered that there is a community police team (PACT) who can be contacted ref. local matters.  There details are displayed in Paul’s Corner Shop and could be displayed on the Subbins Village website.  Helen  to contact Bill.

 

Dale Street residents expressed concerns about the river bank at the back of the street.  Darryl to contact Environmental Agency on our behalf to raise this issue.

 

The lack of a phone box in Stubbins was yet again discussed.  Ian H brought in an article about the Universal Service Obligation that provides for “reasonable geographic access to a call box”. Yet it was highlighted that the nearest phone box is Bolton Road North and the centre of Ramsbottom.  Helen to pass on newspaper article to Darryl and Darryl to contact BT again

Stubbins Residents' Association

JAN 2007

 

Welcome to the first update from the Stubbins Residents Association.  The Residents Association was launched mid 2006 and now meets on the third Tuesday of every month in St Philips Church Hall commencing at 7.30pm.  There is an elected committee that currently consists of Simon Gillibrand (Chairman), Corey Hodges (Vice Chairman), Lee Gosling (Treasurer) and Helen Gillibrand (Secretary).  If you are a local resident in Stubbins, Strongstry or Chatterton and are interested in meeting your neighbours and working together to help improve the lives of local people we would be delighted to see you there.  Local Councillor Darryl Smith also attends the meetings and provides the link between local government and County Council departments.  Some of the issues already being addressed include:

 

Closure of the Post Office

Do you struggle to gain access to financial services such as drawing your pension, borrowing money or accessing a savings account now that Stubbins Post Office has closed?  Do you think you could benefit from a local Credit Union volunteer to be available for a couple of hours each week in the Stubbins area?  If so, please contact Helen Gillibrand the Residents Association secretary.  We are currently considering if there is a demand in the village for such a provision and really need your feedback.  Helen can be reached on 01706 281 056 or at helgilly@aol.co.uk.  Please contact David McMullan if you require further information about Credit Union services on 01706 215082.

 

Stubbins Garden Project

The Residents Association is currently looking for volunteers who may be interested in managing / improving the Stubbins garden next to the Chip Shop.  This is currently managed by the local council and is devoid of colour or inspiration.  If you have green fingers or would be interested in finding out more about the project please contact Helen on 01706 281056 or at helgilly@aol.co.uk

 

Mobile Library

Local residents may wish to know that the mobile library service is now operating every other week for 20 minutes at the Corner Pin car park commencing on 25th Jan from 3.10pm 3.30pm

Other Projects Being Considered / Progressed include:

  • ELR Railway Halt at Stubbins the SRA is currently campaigning for ELR to re-open the Halt at Stubbins. 

 

  • Stubbins School safety issues the SRA is currently represented at the meetings being held to discuss the safety of the road directly outside the primary school.

 

  • Chatterton HGV problems the SRA continues to campaign and highlight the ongoing problems associated with HGVs attempting to gain access down Chatterton Old Rd.

 

  • Stubbins Vale Road the SRA is now in regular contact with the Lancashire Highways department reviewing progress on the adoption of Stubbins Vale Rd, currently scheduled to take place later this year.

 

Next Meeting

The next meeting will be held on Tuesday 20th February in the Church Hall commencing at 7.30pm with the option of a pint (or glass of wine) in the pub afterwards for those willing/able.

4.         Matters arising.

 

Stubbins Primary School Safety Issues

It was confirmed that a meeting had taken place at the school to discuss the road safety issues and that a Residents Association representative had been present.  The Highways department have promised a report by the end of the month.  Cllr Darryl Smith confirmed that orders have been raised for new signage.  The Not fit for large vehicles sign at the top of Chatterton Old lane is causing problems and lights displaying the 30 miles an hour sign do not currently exist.  There is a tall lamp stand on Wood Lane not working and Chatterton Old Lane lights are also not working.   Cllr Smith to pursue and report back at next meeting. 

 

It was reported that a large vehicle had become stuck at the bottom of Chatterton Old Lane last week causing damage to a residents wall and a street lamp.  The company responsible are paying for the repair work.   

 

Post Office

Cllr Darryl Smith introduced David McMullen from East Lancs Finance who help run the Credit Unions in Rossendale.  David briefly outlined how Credit Unions are regulated and the services they offer.  It now needs to be ascertained if there is a demand for these services.  Cllr Smith to contact the Freepress and the Lancashire Telegraph and a questionnaire / survey will be designed and distributed.     

 

 

Ring & Ride / Bus Services

Cllr Cheetham was unable to provide contact details for the Ring and Ride bus service but it was reported that these services are currently over- subscribed.  Cllr Cheetham to provide details for next meeting.

St Philip Church Hall project

A Scope of Work has been developed and this was given to Lee a local builder who will provide some approx costings.  To be reviewed at the next meeting.

 

Stubbins Garden Project

The RA welcomed Betty Garvey from Edenfield and District Horticultural Society (EDHS).  Betty explained that EDHS had taken over the memorial garden in Edenfield two years ago and has a committee of 10 people to restore and maintain the garden. EDHS had received grants and contributions from organisations such as Barclays Bank and that the garden is now used daily.  A big draw to the garden is the hopscotch for the children.  Betty also talked about the possibility of providing window boxes for the Stubbins Residents to purchase as part of a Stubbins in Bloom initiative.  Cllr Smith will contact the council to enquire about the possibility of the Stubbins Residents maintaining / managing the Stubbins Memorial Garden.  Residents interested will need to volunteer.

 

Mobile Library

The mobile library service has now increased to every other week for 20 minutes at the Corner Pin car park commencing on 25th Jan 3.10 3.30pm

 

Stubbins Village Website

A user friendly template needs to be developed.  Funding needs to be agreed by Simon Gillibrand and Lee Gosling (Treasurer). 

Cllr Smith informed the meeting of a website ukvillages.co.uk and had asked Bill Jones to input Stubbins details.

It was agreed that meetings will be held monthly and Helen (secretary) will organise and publicise.

 

 

 

 

6.                 Letters / Correspondence

 

Helen reported that two letters had been received requesting money from the Association.  One from Age Concern requesting £275.00 and one from a local Scout requesting £300.00.  It was agreed that a donation to each of these good causes should be made however the amount to be given is to be agreed by the Chairman and the Treasurer.  Lee Gosling and Simon Gillibrand are to agree what money is to be made available to good causes and report at the next meeting.

 

 

7.         Planning

 

Cllr Smith informed the meeting that a planning application had been received for a conservatory on Robert Street.

 

8.         AOB

 

The ongoing problem with the condition of Stubbins Vale Rd was raised. The problem is heightened by the fact that none of the local taxi companies will go down the road.  Cllr Smith and Helen Gillibrand to discuss a strategy and report at the next meeting.

4.         Matters arising.

 

Stubbins Primary School – Safety Issues

Cllr Darryl Smith reported that a meeting was due to take place the following day (Weds 29th) at the school with representatives from Lancs CC, Philip Dunne (Chairman of School Governors), Jackie Kyle (PTA & SRA), the Head Teacher and Cllrs Darryl Smith and Duncan Ruddick (County Councillor) to discuss the problems and to put an action plan together. Cllr Smith also reported that he had been successful in getting the Police to site a speed camera at the site and that 101 prosecutions had been issued in just a one hour period on the previous Friday afternoon (24th).

 

Post Office

Cllr Darryl Smith reported that it was now almost inevitable that the Post Office would remain closed as there had been no more interest shown from any party in re-opening the P.O. Following suggestions / discussions at the previous meeting he had held a meeting with David McMullan of East Lancs Finance who help run the Credit Unions in Rossendale to assess the possibilities for setting up a Credit Union in Stubbins. David McMullan is also a new resident in Stubbins and Cllr Smith stated that he would invite David McMullan to the next meeting to discuss Credit Unions in more detail.

 

 

 

Ring & Ride / Bus Services

Cllr Cheetham reported to the meeting that he had been doing some research into local bus services and had established a contact at the local library that could help plan journeys for people and give general advice as to how to book the ring & ride and other services – Cllr Cheetham to provide contact details to the Association for future use.

 

Stubbins Garden Project

No further updates were available relating to the project but it was decided to leave on the agenda for discussion at a future meeting.

 

ELR Rail Halt

Cllr Cheetham (who is also a Director at ELR) reported that ELR are currently involved in a court case relating to damage caused to one of the railway bridges and at present this was the main focus for the railway, but he felt that the rail halt project may be achievable in the future. Cllr Smith suggested that a clean up project for the rail halt area would indicate to the ELR that the SRA was serious about wanting to assist with re-opening the rail halt in future. Simon Gillibrand stated that he would put a project together for a group from the SRA to undertake the clean up. Cllr Cheetham would liaise with ELR to get permission for the clean up work at the halt to be undertaken.

 

5.         Ideas for Projects to be undertaken by Stubbins Residents Association.

 

Ian Hurdley reported to the meeting work that he had been undertaking looking at Community Payback / Probation Service and suggested work relating to improvements at St Philips Church Hall including the redecoration of the interior, exterior ground clearance work and improvements to the steps leading to the Church Hall. Ian Hurdley will look to report back to the next meeting when he has had the opportunity to cost the materials for the projects (The Probation Service will provide labour) – any offers of help in helping to carry out the costings would be appreciated.

 

A Stubbins in Bloom type competition was suggested for Spring 07 with Philip Dunne suggesting that the local Horticultural Society be invited to help organise. Cllr Darryl Smith to invite Betty Garvey (Horticultural Society) to the next meeting.

 

Stella Openshaw suggested a social event be organised to help galvanise spirits within the Association.

 

Gloria Oates raised the issue of the bridge parapets being sandblasted – Cllr Smith reported that he had followed up this suggestion when it was raised previously but had received a negative response with LCC stating there was no money in the budget for such works and that the new stone work on the foot bridge would dirty in time. It was agreed at the meeting that this may be a long term project along with sandblasting the railway bridge that the SRA could undertake.

 

Simon Gillibrand asked that the Association continue to think about other projects that the SRA could undertake and that they be reported back to future meetings.

 

8.         Treasurer’s Report.

 

Lee Gosling reported that he and Simon Gillibrand had held a meeting to discuss the best way forward for the Association. They were to investigate the possibilities of merging the Stubbins Community Trust and the SRA and that this could possibly take place in April 07. It was felt that both organisations would benefit form the merger as the SCT could draw on more resources to help organise it’s yearly event the ‘World Black Pudding Throwing Championship’ and the SRA would benefit by having a pot of money readily available for community projects (money which had been raised at previous WBPTC events) which amounted to approx £3K once money had been set aside to organise next years WBPTC. Lee also reported that they were looking at using some of the money currently available to improve the Stubbins Village Website as although the SCT had their own website it wasn’t as good as the SVW and with a small amount of investment to improve it the SVW would be very good. Lee also stated that it was important the Residents Association looked at ways to raise money, he had already looked at various forms of grant funding and had established that monies could be applied for from the Greater Manchester area as well as Lancashire as Stubbins is only just over the border.

 

9.         St Philips Christmas Fair / EVRA OAP Party.

 

Simon Gillibrand informed the meeting of the forthcoming Christmas Fair at St Philips on Saturday 2nd December and the Edenfield Village Residents Associations OAP’s party on Saturday 9th December.

 

10.       Future Meetings.

 

Simon Gillibrand reported that he was looking to regularise future meetings ie: every second Tuesday of the month, Simon will meet with Dorothy Nash to set a meeting calendar for next year and will notify local residents with the details.

 

13.       Letters / Correspondence to the Association.

 

No letters / correspondence had been received.

 

14.       Planning.

 

No planning applications warranting attention by the Association had been notified.

 

 

 

 

15.       Any Other Business.

 

The issue of posters / flyers notifying residents of meetings was raised – it was suggested that they could be included with any leaflet drops that the Church might be doing and that posters advertising the meeting should be displayed in local shops (it was explained this normally happened but had been overlooked prior to this meeting).

 

It was reported that access under the railway bridge in Stubbins was difficult for residents in wheel chairs due to the high kerbs. Cllr Smith commented that he had investigated this following it being raised at a previous meeting and had reported the issue to Lancs CC for their attention as it is a Lancs CC responsibility.

 

Large HGV’s visiting Chatterton Mill causing traffic problems was reported to the meeting again. Cllr Smith reported that he had raised the issue with the mill owner and Lancs CC. Lancs CC had relocated the ‘Not Suitable for HGVs’ sign at the top of Chatterton Old lane to help prevent HGVs trying to access the mill by this route and they were also considering new signage in that area to help the situation further. The mill owner was in discussions with the haulage company they used to ensure suitable size vehicles were used and deliveries were scheduled to avoid rush hour traffic.

 

Mail delivery problems were reported - it was thought it related to the information on the Royal Mail database. Simon Gillibrand said he would write to the Royal Mail on behalf of the Association to ask for clarification as to how local addresses should be stated.

 

Problems with leaves not being cleaned on Chatterton Lane were reported. Cllr smith stated that Lancs CC had recently emptied the gulleys in Chatterton but would request that a road sweeper be sent to clear the leaves.

 

Green bins had not been emptied at the rear of Holcombe View and it was felt that it was inappropriate due to its size that the bin lorry used Chatterton Old Lane to access Chatterton. Cllrs smith and Cheetham said they would look into both issues.

 

Philip Dunne informed the meeting of the forthcoming Christingle service at St Philips on Sunday 3rd December at 10.30am and the Christmas carol service would be held at 6.30pm on Saturday 23rd December.

 

16.       The Chairman thanked everyone for their attendance, extended his best wishes for the festive season and confirmed that the next committee meeting would be notified as soon as dates had been organised.

1. Letter sent to Highways Agency – but no reply yet! Spoke to David Harrison, regarding Flashing Lights outside school. Scheme for speed restrictions outside schools to 20mphs, no project in Rossendale area, now. If project available they will contact Jackie and discuss more. (Philip Dunn to arrange meeting)

 

2. Stubbins Halt: Meeting later in October 2006, nothing been discussed now.

 

3: Post Office: Darryl approached Barbara Kay, Was not interested in taking on Post Office Role.  Darryl also discussed with Jean Emnett, not Interested on taking on role. No Possible Mobile Post office in area. i.e. Security issues.

 

4. Public Transport: Ring & Ride Service Corey to follow up Boundary restraints in Rossendale area and increase of use.

 

5: Eden Wood: Clearing of area is a constant matter. Drug uses paraphernalia in area, Rossendale Council always clearing.

 

6:  Memorial Garden: 2 people interested on taking on project. Village in Bloom Lee Gosling to look at funding competition.

 

7. Georgia Pacific: Fixed penalty notices now in place regarding smoking. TNT also looking at problems with smoking outside their premises.

 

8. Strongstry Road: Statement received From Rossendale Borough Council re-tendering of road contract will now take place in 2006-07, waiting on issues of costing for residents in Strongstry and people living on Stubbins Vale Road.

 

9. Road markings: Now been completed

11. Stubbins under-pass: Clearing has now been completed.

 

12. Blue Bins: Every resident in Stubbins area, should now have a recycling bin, if not contact Rossendale Borough Council on 01706 217777.

Just a note to remind you that the next meeting will take place on Tuesday 3rd October.  I am led to believe that there is now more than £4000.00 in the bank account thanks to all the efforts of the Stubbins Community Trust. 

It would be nice to start spending some of this money on good causes so please let me know if you have any good ideas. Some of the ideas suggested up to now include:

1. Christmas dinner for the older members of the community (via Age Concern)

2. Money to be spent on 'doing up' the Church Hall  

3. New slide for the Children's park

COMMUNITY PAYBACK
This is a scheme operated by Probation Services. Offenders who have been sentenced to carry out a certain number of hours of unpaid work as their punishment, are allocated in teams and working under close supervision to carry out projects which are of benefit to the communities which their offences have harmed.
Typical projects would include the tidying up and maintenance of churchyards, public gardens, etc; carrying out repairs, refurbishment and redecoration of community centres, church halls, schools etc; constructing and installing benches and tables in outdoor leisure areas; clearing ‘grot spots’; preparing and serving food for luncheon clubs for the elderly and clearing away afterwards.
 
The ‘local’ Probation Service for Rossendale is based in Rawtenstall, with the Unpaid Work schemes being organised from Nelson. However, Bury Probation Service also do projects in this area, including keeping the graveyards at both St John’s Church, Shuttleworth and at Edenfield Parish Church maintained. This work is organised from Heywood.

Introduction, Welcome and Opening Remarks

The new chairman Simon Gillibrand opened the meeting by welcoming everyone and paying tribute to Bill Dunne who had recently passed away. 

 

Approach

Chairman introduced the proposed approach for future RA meetings including:

 

Why – the reason for having a Residents Association

 

This will be covered by the constitution and provide the raison d’etre for the Residents Association

 

What – the areas to be covered by the Residents Association

 

It is proposed that the residents association should be focused into 2 areas –

 

Issues – these are things that cannot be undertaken and resolved by the association in its own right but impact on the residents of the area. 

 

Opportunities – these are things that can be addressed and taken to resolution by the association and its members

 

How - the process for addressing the Issues and Opportunities identified by the association

 

It is proposed that issues are identified and passed to the appropriate person/authority/forum for resolution.

 

It is proposed that opportunities are identified, managed and undertaken by members of the Residents Association.

 

Who – the structure and organisation of the members

 

It is proposed that issues will have an owner within the association who will have responsibility for taking the issue to the appropriate authority/forum and subsequent progress reports.

 

It is proposed that opportunities will be addressed by the formation of smaller teams, set up to progress a specific idea.

 

When - how often we need to meet

 

It is proposed that the residents association meets on a monthly basis and that any teams or sub-groups meet on an ‘as required’ basis.

 

 

It was agreed that this proposal should be posted on the website and utilised for future meetings.

Matters Arising:

Dangerous Driving near Stubbins School

The issue of dangerous driving near Stubbins Primary School was again raised.

 

Action 2.1: Jackie to write a letter to the Highways dept. on behalf of the Stubbins and District Residents Association.

 

Stubbins Railway Halt

The Railway Halt at Stubbins was discussed.  Jeff Cheetham will be attending the ELR meeting at the beginning of October and will raise.

 

Action 2.2: Jeff Cheetham to report back any opportunity to re-open the halt.

 

Stubbins Post Office

Interest has been expressed in taking on the role of post master/mistress.  A suitable venue is still required.

Ward Walk

Darryl conducted a ward walk with the Neighbourhood Environmental Action team to look at local “grot spots”.  Several areas were identified including Eden Wood, Stubbins memorial garden, Georgia Pacific factory, Stubbins Halt subway and the road markings on Stubbins Street.

Some residents felt that the Memorial Garden could be improved. 

 

Action 2.6: Residents interested in improving the memorial garden are to form a small group and initiate a project. 

 

Borough Council will be contacting Georgia Pacific ref. littering outside the factory gates.

Lancashire County Council are considering the road marking issues on Stubbins Street.

There has been some confusion over who is responsible for cleaning up the Stubbins Halt Subway and surrounding areas.

 

Action 2.9: Dom Johnson to identify who has responsibility for cleaning up the land

 

The Ward Walk will be undertaken on a regular basis to identify any areas of concern.

Concern was expressed at the number of HGV’s going down Chatterton Fold.  

Action 2.10: Darryl to pursue the erection of a warning sign warning HGV’s against access

 

Concern was expressed around the inconsistent provision of recycling bins particularly down Stubbins Vale Rd.

Community Payback was discussed and explained.  This is a scheme where offenders carry out work in their area to give benefit to the community.  Offenders are vetted to ensure they do not pose a risk.  This was seen as an opportunity to utilise resource to address some of the issues outlined above e.g. Stubbins Halt.

There is a sign for a new company "Prism Universal" at the bottom of the road up to the former care home.
3 young men in their late teens were in Paul's shop. They said they were staying at The Cliffe and that they were going to be working there and it's going to be a care home again.
It is understood that these lads are from Poland.

MEETING NOTES FROM STUBBINS RESIDENT ASSOCIATION MEETING 27th JUNE 06

 

 

Introduction, Welcome and Opening Remarks

Darryl opened meeting by welcoming everyone and introducing Philip Dunne (ex local councillor).  Darryl explained how Edenfield has a superb residents association and is consulted on lots of different things including:

·        Planning applications

·        Naming of new buildings

·        Organising OAP’s Christmas party

·        Fundraising events etc

 

It was agreed that Stubbins, Chatterton and Strongstry are often forgotten and that a residents association would help raise issues to be addressed and identify improvement opportunities.

                                                Secretary – Helen Gillibrand

                                                Treasurer – No volunteers

 

 

Constitution

A constitution currently exists that was developed by the previous Resident Association.  This includes the aims and objectives of the Resident Association and will be required in the future for writing cheques etc.

Any Other Business

 

Stubbins Community Trust established as a result of the annual Black Pudding Throwing event.  The Trust raises money and has made a number of charitable donations.  The Trust currently has £3100 available to be spent on good causes and the founder (Philip Taylor) has suggested this money could be used by the Residents Association in the future.  Less Gosling is currently their Treasurer and it is suggested he could also be the Resident Association’s treasurer.

Bill Jones is currently developing a website at www.stubbinsvillage.co.uk

This is intended to provide a focal point for community issues to enable residents to voice opinions, show photographs etc.  Email addresses are available at £1.00 per year.  All encouraged to contact Bill with any suggestions.  John Arnott suggested that the Ramsbottom and Edenfield Team Ministry’s website (www.retm.co.uk) should be linked to the Stubbins Village website currently being developed.

Concerns were raised about the following problems in Chatterton:

·        Streets have not been swept

·        Old light has not been removed

·        Bushes / trees have not been pruned

·        Road system is too busy and congested through Chatterton village (one way system was suggested)

 

Darryl pointed out that this is the responsibility of Lancashire County Council but agreed to continue to raise these issues and press for answers.  The number for the Lancashire County Council Highways agency is 0845 0530011.  Also suggested Residents contact Rossendale Borough Council, the ‘One Stop Shop’ or the Town Hall (01706 217777) with any concerns.

Venue for future meeting discussed and agreed that Church Hall is the best option at this present time.

 

  

Dr Gloria Oates raised a concern that the new bridge at the end of Chatterton Rd does not look completed due to the old stone work being badly discoloured.  This needs to be sandblasted to improve the appearance.

 

Action 1.6: Darryl to raise with appropriate department 

 

Phil Taylor has received a quote to sandblast Stubbins railway bridge.

The re-opening of Stubbins Halt was discussed.  Darryl has contacted ELR but no funds are currently available.

 

The poor condition of the roundabout at Edenfield was raised.  This again is the responsibility of Lancashire County Council although Corporate Sponsorship could be considered.  The noise of the motorway was also raised.  John A is to raise this again at future meetings.

 

The poor state of bus shelters and the lack of public transport was raised.  This needs to be analysed and addressed.  New public transport details have been issued and will be made available to the Residents Association.

 Phil Taylor highlighted the lack of a public telephone box.

Update was provided on Stubbins Post Office.  Trying to re-open post office for max. 25 hours per week. A Post Master is required though. 

 

Action 1.10: All to try and identify any possible applicants!

 

The amount of traffic on Robert Street was highlighted as a concern to residents.  No solution however was suggested.

 

Tenders are to be issued in July for the work to be carried out on Stubbins Vale Rd.  

 

Concerns were raised about Rose Bank corner.  Issues have been recorded in a report to the County Council.  Concerns were also raised about the lack of a mirror at the bottom of Chatterton Rd. It was determined that this lies with the highways agency and it needed to be brought to their attention once again, especially following the recent bridge renovation work.

Children’s Play equipment for Chatterton play area was discussed as a possible area for improvement.  Philip Dunne relayed the success of Edenfield Resident Association who have managed to secure funding for new equipment.  Philip highlighted the possibility of ‘matched funding’ being available.

 

Q: Can anything be done to improve the visibility at the junction of Chatterton Road/Bolton Road North , Stubbins – perhaps the installation of a mirror?

A: Point 1: PEM reference 184747, forwarded to Traffic and Safety section at Lancashire County Council

Update:  This is still under investigation and has been passed to the Highway Superintendant.

Q: Can anything be done to improve warning signs on the approach to the corner on Bolton Road North (at its junction with Rosebank) – also traffic is often forced further out towards oncoming traffic when vehicles are parked close to this bend (especially bad at school opening/closing).

A: Point 2: PEM reference 184755, forwarded to Traffic and Safety section at Lancashire County Council

Update: Being looked at as part of wider measures encompassing issues relating to safety outside Stubbins School. Stubbins Residents Association writing to Lancs CC also.

Q: New street light has been installed at the junction of Chatterton Old Lane and Chatterton Road in Chatteron (next to Church notice board).  Can the redundant lamp post be removed?

A: Point 3: PEM reference 184761, forwarded to Street Lighting – ACTION COMPLETED – LAMP POST REMOVED.

Q: Poor condition/appearance of the roundabout at Edenfield (end of Edenfield bypass).  Can improvements be made to improve appearance?

A: Point 4: PEM reference 184767, forwarded to Highways area office

Update: Raised with County Councillor Duncan Ruddick who in turn is to raise as an issue at County Council level to discuss sponsorship options etc.

Q: Noise levels on M66/Edenfield bypass – was suggested in the past that a new road surface would be laid which would reduce the noise – was dependent on funding – can you give an update?

A: Point 5: PEM reference 184771, forwarded to Atkins who are responsible for the Edenfield by-pass

Update: We have a resurfacing scheme in the programme for 2007 / 08, for the A56 from its junction with the M65 to just south of its junction with the A679. We may also need to do some smaller - scale resurfacing along the A56 over the next few years. Nothing else of any significance has been identified as yet but we shall continue to monitor the condition of the A56 and M66 and to identify areas needing treatment.
